UI eligability if offered new position out of state

Hello,

My Fiances' career position in California of 10 plus years was eliminated, though she was offered a new position with the company out of state in Oklahoma. If she does not except the new out of state position, she will receive a severence package equal to approximately 8 months pay. Is she eligable to collect California unemployment insurance if she rejects the out of state position, and if so, will the amount of severance pay affect the amount that she will be eligible to receive from Unemployment insurance benefits?
