Unemployment the second time

Do my benefits start over or pick where they left off if I am now again on unemployment. I was on unemployment for a year, went back to work for 9 months and am now back on unemployment. They paid my first 26 weeks from the most recent employer and then reverted to my level 3 tier extenstion on my old employer which means I will run out of benefits sooner. Why did they go back to the old employers claim?
