Quit to Attend school

How does the Trade Act of 1974 affect quitting employment to attend school. I am referencing Colorado Employment Security Act 2008, 8-73-113 Benefits Payable During Approved Training,(1) Notwithstanding any other provisions of articles 70 to 82 of this title, an otherwise eligible individual shall not be denied benefits for any week because he is in training approved under section 236(a)(1) of the federal “Trade Act of 1974,” as amended, nor shall such individual be denied benefits by reason of leaving work to enter such training, provided the work left is not suitable employment, or because the application to any such week in training of provisions in this law relating to availability for work, active search for work, or refusal to accept work. (2)…..”suitable employment” work of substantially equal or higher skill level than the the individual’s past adversely affected employment, as defined for purposes of the federal “trade Act of 1974”, as amended and wages for such work at not less that eighty percent of the individual’s average weekly wage, as determinded for purposes of federal “Trade Act of 1974” as amended.

Additional Background info:
Chemical Manufactoring Job-Laid off- $20.50/hr
Call Center-Quit- 12.50/hr
Two different industries, wouldn’t consider call center job equal or higher skill level and pay was less than eighty percent of previous pay.
