Really, A Voluntary Quit? Temp then hired by client

Florida: I was working through a temp/employment agency when unemployed. An employer the agency placed me with decided to hire me on full time. I accepted the offer of full time employment from the employer. Now I am laid off from that employer due to lack of work. Unemployment says it was a voluntary quit from the temp agency even though their goal is to have you get hired by the employer you were placed with. How can accepting employment in this case be called a voluntary quit?
