Aaron never came back to answer me, but since you did, the reason I asked in the first place, is because when someone is partially unemployed, but still working a part-time job, whether they collect a partial benefit, or not, is dependent on the disregard amount and a state's formula then used to reduce a full benefit amount, usually dollar for dollar of wages earned, to find the weekly partial amount.
There are of course, other types of deductible income and reasons for reducing the full weekly benefit amount one monetarily qualifies for. This too can be found in the latter part of the non-monetary chartbook.
In short, what "deductions over benefit amount" means to me, is the person must be getting money from somewhere besides unemployment insurance and the state's unemployment laws require a reduction in benefits .. because, well just because that's how it works.
