Does the temp agency have to report that they called you?

My husband applied to a construction job through Craigslist, not realizing that it was actually a temp agency. If it was just a temporary job, it would be okay. We would report the income and still be eligible for benefits. The idea that he could lose his benefits due to accepting employment at a temp agency is a bit bothersome, especially since the construction job itself is only a week long. If he doesn’t show up to put in an application, do they have to report that they called him? If so, is that considered turning down suitable work?

It’s not that they HAVE to report .. it’s that they want to

When you take a job with a temp agency .. the temp agency, becomes your employer and despite the temporary nature of each assignment .. that may, or may not be suitable work the the employee .. they still try to control their experience rating i.e., the cost of unemployment taxes they pay on all their “temps”.
