Hours cut from 40 to 25 hrs. in California – Does California have partial unemployment?

My husband has been working for this company 2 years now. They cut his hours from 40 hours to 25 hours. I can’t find anything in California that says that he is able to draw a partial unemployment check. Is there a partial unemployment in California? Starting today he works 5 hours per day, Monday through Friday.
