refused to hear my case

I live in Pa. and was informed by the unemployment office that they did not recieved my appeal on time.Unfortunately I mailed it from my own box ,regular mail.I never realized that it needed to be sent return reciept
I explained to them at the hearing that as soon as I found out that they claimed they had not recieved it that I both faxed them an appeal and emailed an appeal.They still upheld the original decision.Can a person ever refile for unemployment after a certain period of time or not?

You need to go back to work and then suffer a qualifying separation.

Fax appeals always or mail in a way to verify receipt .. ALWAYS.
