Unemployment Appeals

In Pennsylvania what exactly does a Referee's Withdrawal Order mean? I was granted unemployment benefits. The employer filed an appeal, the days before the hear I received a notice that the employer requested a withdrawal, which was granted by the Referee. Can they re-appeal within 15 days?
Thanks in advance. On the PA L&I site there is no information about what this means. I'm just a little perplexed.

It means the employer has withdrawn their appeal and is no longer protesting your right to benefits.

Probably, because someone like me told them their case sucked. Be thankful!! Most employer's insist on fighting on "the principle of the thing".
