Well, in my own mind it's to know the same stuff employers, or their claim management companies know .. about unemployment eligibility, including what may disqualify a person from benefits by using eligibility rules to sway a State Unemployment Administrative Law Agency, when it comes to reasoning if someone should be able to collect, or be denied unemployment benefits.
Collecting, and denying unemployment benefits, is not rocket science, but the process is positively quasi-legal, with few definitive answers. The expectation of both an employer and an unemployed employee, is they know how to work within a somewhat legal administrative process, to obtain a fair and impartial outcome when fault is finally assigned .. after a lower level tribunal unemployment hearing.
